Owner rights and limits
- Can: propose contact and service facts, add source evidence, respond to reports, and route enquiries.
- Cannot: mark themselves verified, edit live records without review, erase criticism, or buy organic rank.
- Must: prove authority through a business-domain, official contact, or documented manual review.
